To require the Secretary of Health and Human Services to submit a report to the Congress regarding the national health care systems of certain industrialized countries.

Directs the Secretary of Health and Human Services to conduct a study and report to the Congress on the health care systems of 14 specified countries, comparing and contrasting the U.S. system with regard to costs to the country, costs to an individual receiving care, availability of basic services, and the role of private insurance.
