To exempt receipts of the Federal Hospital Insurance Trust Fund from the calculation of revenues for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985, and for other purposes.
Medicare Trust Fund Integrity Act of 1991 - Excludes the receipts of the Federal Hospital Insurance Trust Fund from deficit calculations.
Amends the Social Security Act to require the report by the Board of Trustees of the Federal Hospital Insurance Trust Fund to include recommendations to ensure solvency of the trust fund, including proposals to reduce disbursements by reducing benefits demand.
Requires the Comptroller General to report to the Congress on the solvency of such trust fund.
