Amends the General Education Provisions Act to deny funds to educational programs of entities that have policies allowing an individual to inflict corporal punishment or bodily pain upon a child as a form of punishment. (Makes exceptions for reasonable and necessary uses of physical restraint to: (1) protect self, a child, or others from physical injury; (2) obtain possession of a weapon or other dangerous object; or (3) protect property from serious damage.)
