Declares that it is U.S. policy to: (1) oppose boycotts fostered or imposed by foreign countries against countries friendly to the United States or against any U.S. person; and (2) encourage major trading nations engaged in the export of goods or technology or other information to refuse to take actions which support such boycotts.
Requires the Secretary of Commerce to issue an annual report detailing which members of the General Agreement on Tariffs and Trade encourage actions supporting such boycotts.
