Allows persons to file statements with the Federal Communications Commission (FCC) to prevent them from receiving unsolicited offers of goods or services or requests for contributions over the telephone.
Requires the FCC to: (1) maintain and keep current a list of the telephone numbers and other individual identifying information about such persons; and (2) make the list available to any person under reasonable procedures.
Provides sanctions against any person (other than a nonprofit person) who makes such unsolicited offers or requests over the telephone to any number on the list.
