Relating to wage certificates issued to producers in the insular possessions of the United States of watches and watch movements.

Amends the Harmonized Tariff Schedule of the United States to require the Secretary of the Treasury, with respect to producers of watches in the insular possessions of the United States who are wage certificate holders, to pay to such a holder, at the holder's election, the face value of such certificates less the value of: (1) any duty refunds claimed by the holder under the certificate; and (2) any duty refunds under such certificate that are sold by such holder.
