Collegiate Speech Protection Act of 1991 - Amends title VI (Federally Assisted Programs) of the Civil Rights Act of 1964 to prohibit a postsecondary educational institution that is a program or activity from subjecting any student to disciplinary sanctions solely on the basis of conduct that is speech or other communication protected from governmental restriction by the First Amendment of the Constitution.
Authorizes civil actions for injunctive and declaratory relief, with awards of attorneys' fees and other costs. Exempts educational institutions controlled by a religious organization from application of this Act if application would be inconsistent with the religious tenets of the organization.
