Middle East Post-War Stability and Arms Restraint Act of 1991 - Requires the President to enter into discussions with the governments of the major arms suppliers to the Middle East concerning the establishment of a commission that would restrict and limit arms sales in the region. States that the commission would be: (1) modeled after the Coordinating Committee for Multilateral Export Controls and the Nuclear Suppliers Group; and (2) comprised of the five permanent members of the United Nations Security Council and other weapons supplier nations.
Declares that the commission should: (1) negotiate supplier nation restrictions on the sale or transfer of combat weaponry and the technology of conventional arms production to the Middle East; (2) seek to enhance stability and peace in the Middle East by seeking to maintain a balance of power among major military powers in the region; (3) coordinate with the Australia Group and the Missile Technology Control Regime to enhance controls on the proliferation of chemical and biological weapons and ballistic missile technology; and (4) address other areas pertinent to limiting the sale or transfer of arms.
