To amend the Urban Mass Transportation Act of 1964 to increase the percentage of funds allocated to rural areas, and for other purposes.
Rural Transportation Equity Act of 1991 - Amends the Urban Mass Transportation Act of 1964 to increase the amount allocated in any fiscal year for public transportation projects in non-urbanized areas.
Redesignates the Urban Mass Transportation Administration of the Department of Transportation as the Mass Transportation Administration.
