Amends the Wild and Scenic Rivers Act to designate certain segments of the Allegheny River in Pennsylvania as a component of the National Wild and Scenic Rivers System.
Requires the Secretary to establish the Northern Advisory Council and the Southern Advisory Council to advise on the establishment of final boundaries and the management of the Allegheny National Wild and Scenic River.
Designates certain segments of the river for study as potential additions to the system.
Authorizes appropriations.
