Amends the Agricultural Trade Development and Assistance Act of 1954 to increase the number of members on the Environment for the Americas Board from nine to eleven. Increases the number of U.S. Government members from five to six and specifies one member from each of the following: (1) the Department of Agriculture; (2) the Department of State; (3) the Environmental Protection Agency; (4) the Agency for International Development; (5) the Inter-American Foundation; and (6) the Department of the Treasury.
Increases from four to five the number of nongovernmental members.
Requires: (1) the chairperson to be from the Department of State; (2) the vice-chairperson to be from the Department of Agriculture; and (3) the secretary to be from the Environmental Protection Agency.
