Recycled Paper Procurement Act of 1991 - Amends the Solid Waste Disposal Act to provide that a requirement that federally-procured items over $10,000 be composed of the highest percentage of recovered materials practicable shall not apply (with respect to the $10,000 amount) to paper procured by the Congress.
Requires, by FY 1993, at least 50 percent of the paper purchased by procuring agencies to be recycled paper.
Provides that a decision not to procure recycled paper may be made only if such paper: (1) is not available within a reasonable period of time; (2) fails to meet specified performance standards; or (3) is available only at an unreasonable price.
