To remove certain limitations on the payment of unemployment benefits to members of the Reserves who performed services in connection with the Persian Gulf crisis.

Removes the following limitations on the payment of Federal unemployment compensation in the case of reserve members who performed active-duty service during the Persian Gulf War: (1) a required five-week waiting period prior to initial payment and a limit on the aggregate amount of total compensation payable; (2) the required 180-day minimum period of active duty; and (3) any required waiting period under a State unemployment compensation law.
