Removes the following limitations on the payment of Federal unemployment compensation in the case of reserve members who performed active-duty service during the Persian Gulf War: (1) a required five-week waiting period prior to initial payment and a limit on the aggregate amount of total compensation payable; (2) the required 180-day minimum period of active duty; and (3) any required waiting period under a State unemployment compensation law.
