To amend the Age Discrimination in Employment Act of 1967 with respect to administrative proceedings applicable to claims of discrimination in Federal employment.

Amends provisions of the Age Discrimination in Employment Act of 1967 relating to Federal Government employment to allow a court to grant the prevailing party, other than the United States, a reasonable attorney's fee as part of costs. Makes the United States liable for costs the same as a private person.

Requires that, when an individual has filed a timely complaint with the Equal Employment Opportunity Commission, any civil action brought be commenced within a specified time.
