To amend title 38, United States Code, to extend to veterans of the Persian Gulf War eligibility for readjustment counseling services provided by the Department of Veterans Affairs for Vietnam era veterans and to ensure that family members of such Vietnam era veterans may continue to receive such counseling services in a case in which the veteran is subsequently ordered to active duty during the Persian Gulf War.

Extends veterans' readjustment counseling benefits provided by the Department of Veterans Affairs to veterans serving on active duty during the Persian Gulf War.

Provides that if a Vietnam-era veteran is called to active duty during the Persian Gulf War, a family member of such veteran eligible for consultation, training, services, and expenses with respect to the treatment and readjustment of such veteran shall remain eligible for such benefits during the period that such veteran remains on such active duty.
