Establishes the grade of General of the Army, appointments to which shall be made by the President by and with the advice and consent of the Senate. Defines the rank and compensation of such grade.
Authorizes the President to appoint Generals Colin L. Powell and H. Norman Schwarzkopf, Jr., to that grade.
