To provide that the 25 percent pay increase under the Ethics Reform Act of 1989 be deferred with respect to Members of Congress and officials in the executive branch until a balanced Federal budget is achieved.

Amends the Ethics Reform Act of 1989 to defer the 25 percent pay increase scheduled to begin in 1991 for Members of the House of Representatives and Executive Schedule positions until a balanced Federal budget is achieved.
