Authorizes the Philippine Scouts and United States Veterans' Association of America to establish a memorial on Federal land in the District of Columbia or its environs to honor Filipino veterans who served in the U.S. Army during World War II. Prohibits the use of Federal funds to pay any expense of the memorial.
