Expresses the sense of the Congress that: (1) all U.S. allies in the Persian Gulf crisis should contribute to the effort to counter Iraqi aggression an amount commensurate with their ability to pay; (2) Saudi Arabia and other Persian Gulf nations should use their enhanced oil profits to compensate the United States for costs incurred for military operations in the region; and (3) nations that have pledged reimbursements should accelerate payments of their pledges to help defray such costs immediately.
Directs the President to report to the Congress on a monthly basis regarding current commitments and amounts paid by foreign nations to reimburse the United States for its Persian Gulf operations, both through direct payments and in-kind services.
