Proposing an amendment to the Constitution of the United States providing for the recall of Senators and Representatives.

Constitutional Amendment - Prohibits a Member of Congress from serving the remainder of his or her term if the Member has been recalled from such office.

Authorizes a qualified voter of a State to register a petition with the executive authority of such State requesting the recall of a Member of Congress.

Establishes procedures for registering and processing such a petition.
