To authorize the President to use all necessary means to accomplish the elimination of Iraq's chemical, biological, and nuclear weapons capability.

Authorizes the President to use all necessary means to achieve the goals of United Nations Security Council Resolution 687 (concerning the control and elimination of Iraq's chemical, biological, and nuclear weapons).

Endorses the determination of the President to accomplish such goals. Urges the President to: (1) continue to consult with the partners in the Desert Storm Coalition and the United Nations Security Council to achieve such goals; and (2) take all precautions to ensure that civilian casualties are avoided, should the use of force to achieve such goals be necessary.
