Proposing an amendment to the Constitution of the United States to provide for staggered four-year terms for Representatives, to permit the Congress to regulate expenditures in elections for Federal office, and to require a Representative who becomes a candidate for the office of Senator to vacate his seat in the House of Representatives.

Constitutional Amendment - Provides for staggered four-year terms for Members of the House of Representatives. Authorizes the Congress to limit and regulate expenditures with respect to elections for Federal office. Provides that if a Representative becomes a candidate for election to the office of Senator, such Representative's seat shall be vacated upon the date of such election.
