Authorizes the Alpha Phi Alpha Fraternity to establish a memorial to Martin Luther King, Jr., on Federal land in the District of Columbia and its environs.
Makes the Fraternity solely responsible for acceptance of contributions for, and payment of expenses of, the memorial. Prohibits the use of Federal funds for its establishment. Requires the Fraternity to deposit excess funds into the Treasury.
