Constitutional Amendment - Defines "person" to include the unborn for the purpose of the right to life guarantee.
Prohibits the performance of any abortion except under and in conformance with a law that: (1) authorizes the performance of an abortion only when a reasonable medical certainty exists that continuation of the pregnancy would result in the death of the mother; and (2) requires the person performing the abortion to make every effort to preserve the life of the unborn child.
