Expresses the sense of the Congress that, to the extent of their involvement in the Kuwaiti reconstruction program, the President, the Secretary of Commerce, and other specified officials should: (1) solicit and provide information and assistance to small and disadvantaged, minority-owned, and women-owned businesses interested in participating in the Kuwaiti reconstruction program; (2) encourage private business concerns of the United States who are awarded contracts; and (3) encourage the Kuwaiti Government to award a significant number of contracts to such businesses of the United States.
