Expresses continuing support for the Taif Agreement (which ended Lebanon's 16-year civil war) as signed in 1989.
Urges: (1) Syria to withdraw its armed forces to the gateway of the Bekaa Valley in September 1992, as required under such Agreement, as a prelude to complete withdrawal from Lebanon; (2) immediate consideration of alternatives to ensuring security in Beirut following the Syrian withdrawal; and (3) the Government of Lebanon to hold elections if they can be free and fair, conducted after the Syrian withdrawal without outside interference, and witnessed by international observers.
