Declares that it is the sense of the Congress that: (1) the Federal Government should develop and implement a comprehensive program to prevent transmission of the human immunodeficiency virus and improve treatment for infected individuals; and (2) the program should include mandatory routine testing of all U.S. residents between 14 and 55 years old, contract tracing, protection of infected individuals' civil rights, health care delivery reforms, scientific research, a national public education campaign, and Federal criminal penalties for knowingly transmitting the virus.
