Expresses the sense of the Congress that the Indian Health Care Improvement Act is the cornerstone of U.S. efforts to: (1) improve the health status of American Indians and Alaska Natives; (2) maintain a high quality and cost effective health care system; and (3) provide a framework within which American Indians and Alaska Natives can participate in health care decisions affecting their communities.
