Expresses the sense of the Congress that: (1) the terms of office for Members of the House of Representatives should be increased from two to four years; (2) elections for Representatives should be held during the presidential election; (3) Representatives should be limited to three consecutive terms of office, but should be eligible for reelection after an absence from the House of at least four consecutive years; and (4) Senators should be limited to two consecutive terms of office, but should be eligible for reelection after an absence from the Senate of at least four consecutive years.
