Expresses the sense of the House of Representatives that complete normalization of relations between the United States and Vietnam should not take place until: (1) article four of the Vietnamese constitution (guaranteeing the permanent rule of the Communist Party of Vietnam) is repealed; (2) all Vietnamese regulations, codes, and constitutional provisions prohibiting free expression, association, or religious worship are eliminated; and (3) the Vietnamese Government and the Communist Party of Vietnam make formal commitments to permit free and fair elections under international supervision.
