To express the sense of the Congress that the President should recognize the independence of the Republic of Kosova and extend full United States diplomatic recognition.

Expresses the sense of the Congress that the President should: (1) recognize the independence of, and undertake steps toward the establishment of full diplomatic relations with, Kosovo; and (2) use U.S. assistance, trade, and other programs to support the Government of Kosovo and encourage the further development of democracy and a free market economic system.
