Congratulating the president and people of Armenia for holding free democratic multi-party elections and achieving national independence and urging the President of the United States to strengthen the special relationship between the United States and Armenia.

Congratulates: (1) the Armenian people on achieving national independence and for successfully conducting free and fair democratic elections; and (2) President Ter-Petrosyan on his election as the first president of the independent Republic of Armenia.

Commends President Bush for recognizing the independence of, and extending full diplomatic relations to, Armenia and for supporting Armenia's applications to join international organizations.

Urges the President to pursue all other political and economic opportunities to strengthen the special relationship between the United States and Armenia.
