Condemns the indiscriminate killings of civilians by Indonesian military forces on East Timor and urges the Indonesian Government to bring those responsible to justice.
Expresses the sense of the Congress that: (1) the provision of assistance for Indonesia under the Foreign Assistance Act of 1961 with respect to international military education and training should be contingent on such Government conducting a thorough and impartial investigation of the killings and prosecuting those responsible; (2) the President should seek the immediate introduction of a resolution in the United Nations (UN) General Assembly instructing the UN Commission on Human Rights to appoint a Human Rights Rapporteur on East Timor and should encourage the Indonesian Government to facilitate the work of international human rights and humanitarian organizations seeking to monitor conditions in East Timor; and (3) the United States should work with the UN, the Governments of Indonesia and Portugal, and other involved parties to develop policies to address the underlying causes of the conflict in East Timor.
