Expresses the sense of the Congress that: (1) the United States should propose that substantial additional financial assistance to the Soviet Union or its constituent republics in the form of financial credits, loan guarantees, or debt forgiveness be linked to the dismantlement of nuclear forces under their control; and (2) reductions in U.S. nuclear forces pursuant to the actions and proposals of President Bush and further future reductions should be linked to destruction of the Soviet nuclear arsenal.
