Expresses the sense of the Congress that the Postmaster General should issue a postage stamp commemorating the service of veterans of the U.S. armed forces who served during a period of armed conflict.
Provides that such stamp should be issued for a one-year period at one-cent above the denomination that applies to first class mail weighing up to one ounce.
Requires the one-cent profit from the sale of such stamp to be: (1) used for improvements in pension, compensation, and life insurance programs in the Department of Veterans Affairs; and (2) considered as funding in addition to funds already appropriated for such programs in the Department.
