Expresses the sense of the Congress that the President should: (1) seek United Nations Security Council action to establish an international tribunal to try all individuals, including Saddam Hussein, who were involved in the planning or execution of specified war crimes against humanity; and (2) ask the Security Council, in considering whether to lift economic sanctions imposed against Iraq, to take into account whether such individuals have been surrendered to United Nations officials or to an appropriate international tribunal for trial.
