Declares that it is the sense of the Congress that: (1) colleges and universities should implement the Commission on Intercollegiate Athletics' (the Knight Foundation's) proposals for reforming the college athletics system; (2) the National Collegiate Athletic Association should consider the Foundation's proposals during its 1992 convention; and (3) Federal legislation should be enacted that protects the college athlete as a student and reforms the current college athletics system.
