Expressing the sense of the Congress that Kuwait give preference to United States suppliers of both services and materials in rebuilding Kuwait, and that the United States should provide a preference in awarding subcontracts to businesses in areas with a large number of veterans or high unemployment.

Expresses the sense of the Congress that: (1) Kuwait look first to the United States for the supply of human resources, materials, and machinery to rebuild Kuwait; and (2) in awarding subcontracts that Kuwait grants to the U.S. Government to rebuild Kuwait's infrastructure, the United States should provide preferences to businesses in areas with a large number of veterans or high unemployment.
