Authorizes the Senate Legal Counsel to appear as amicus curiae, intervenor, applicant, or respondent in the name of the Select Committee on Ethics in any legal action or proceeding in support of its access to evidence obtained in the course of law enforcement investigations by the executive branch or the States that the Committee determines is necessary for its current proceedings.
