Set forth, for purposes of the Congressional Budget Act of 1974, the budget allocations for the Senate Committee on Appropriations for FY 1991 until a concurrent resolution on the budget for such fiscal year is agreed to by the Senate and House of Representatives.
Provides that if the Bipartisan Executive-Congressional Economic Summit reaches an agreement on appropriate levels of budget totals different from those contained in this Act, its levels shall supersede.
