Expresses the sense of the Senate that: (1) the U.S. Government and the governments of other democratic nations should condemn the use of violence to suppress public demonstration in Romania; (2) the President should urge the Romanian Government to take specified steps with respect to opening a dialogue with, and ceasing threats against, opposition parties and independent groups; and (3) the U.S. Government should postpone aid (except humanitarian aid) to, and negotiations of any trade or commercial agreement with, Romania until the Romanian Government moves toward establishing a democratic system of government and takes specified steps with respect to such parties and groups.
