Directs the Senate Legal Counsel to appear as amicus curiae in the name of the Senate in Metro Broadcasting, Inc. v. Federal Communications Commission, et al. in support of the constitutionality of provisions of the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act 1990 and other measures enacted by the Congress to promote expansion of minority and women ownership of broadcasting licenses.
