Directs the Senate Legal Counsel to appear as amicus curiae in the name of the Senate in United States v. Shawn D. Eichman, United States v. David Gerald Blalock, and United States v. Scott W. Tyler in support of the constitutionality of the Flag Protection Act of 1989.
Provides that during the adjournment of the Congress the Senate Legal Counsel is authorized to appear as amicus curiae in other cases in which the constitutionality of such Act is placed in issue.
