Requires the Senate to be considered a legislative agency and deems the Secretary of the Senate to be the head of such legislative agency for purposes of provisions relating to claims of or against the Government.
Provides that regulations prescribed by the Secretary relating to administrative offset shall not become effective until they are approved by the Senate Committee on Rules and Administration.
