Expresses the sense of the Congress that the President should: (1) reaffirm support for the ISY (International Space Year) and invite foreign leaders to do the same; (2) support the World Space Congress in its efforts to encourage international cooperative space activities; (3) invite the American public to develop ISY activities that foster the ISY global perspective; (4) direct the National Aeronautics and Space Administration to continue to develop ISY activities through SAFISY (Space Agency Forum on ISY), with certain emphasis; and (5) take other actions.
