Establishes a Leadership Group in each House of Congress to facilitate congressional deliberation and executive-legislative consultation on critical decisions relating to U.S. participation in collective security actions. Provides for a combined congressional leadership group, if appropriate for such purposes.
Requires the President to consult with the groups before committing U.S. armed forces to hostilities in the Persian Gulf region.
