Amends the Rehabilitation Act of 1973 to exclude from the definition of "handicapped individual" (and from the protection of such Act) any otherwise non-handicapped person who uses or is addicted to alcohol or illegal drugs.
Excludes from the definition of "handicapped individual," with respect to nondiscrimination and affirmative action in employment under Federal contracts, any alcoholic whose current alcohol abuse prevents job performance or would constitute a direct threat to property or safety.
