Cave Research Institute Act of 1989 - Directs the Secretary of the Interior, acting through the National Park Service, to establish the Cave Research Institute as a center for the collection, analysis, and dissemination of research material related to caves in Carlsbad Caverns National Park, New Mexico, the Capitan Reef area, and other lands managed by the Service. Requires the Secretary to transmit to the Congress an operational plan for the institute. Authorizes appropriations.
