Amends the Board for International Broadcasting Act of 1973 to authorize appropriations for FY 1990 and 1991 to carry out such Act.
Earmarks specified FY 1990 funds for: (1) construction of a radio relay station in Israel; and (2) radio transmitter construction and modernization.
Empowers the Chairman of the Board for International Broadcasting with the authority currently available to the Secretary of State to authorize an officer of the Foreign Service to procure legal services required for the protection of the interests of the Government.
