A bill to minimize the impact of agricultural nitrogen on ground water and surface water quality by establishing a nationwide educational program aimed at American farmers, to urge the adoption of agricultural best management practices, and for other purposes.
Agricultural Nitrogen Education and Management Act of 1989 - Directs the Secretary of Agriculture to establish an Agricultural Nitrogen Best Management Practices Task Force to: (1) develop agricultural best management practices for agricultural nitrogen utilization; (2) develop and disseminate related educational and training materials; and (3) report to the Congress with regard to such efforts.
Authorizes appropriations.
Amends the Federal Water Pollution Control Act to make certain nonpoint source management reports available to the Task Force.
